   This case arises under Executive Order 11246, 30 Fed. Reg. 12319, as amended by Executive Orders 11375 and 12086, 32 Fed. Reg. 14303 and 43 Fed. Reg. 4601, respectively; Section 503 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. §793; the Vietnam Era Veterans' Readjustment Assistance Act of 1994, as amended, 38 U.S.C. §4212; and implementing regulations found at 41 C.F.R. Chapter 60, et seq. The parties have executed a Consent Decree pursuant to 41 C.F.R. §60-30.13(b) which was approved by the Administrative Law Judge (ALJ) on February 26, 1998, and modified in his Decision and Order on Reconsideration dated March 26, 1998. Pursuant to 41 C.F.R. §60-30.13(d), the ALJ's acceptance of the Consent Decree constitutes the final administrative order in this case and governs in all matters of substantive interpretation.

   Accordingly, this case is CLOSED.
