   The Administrative Review Board recently received the record in the above case which was settled by agreement of the parties. We note that it did not include a recommended decision and order. The Administrative Law Judge indicated in the telephone hearing on review of the settlement agreement that he would issue a recommendation to the Secretary of Labor. We remand this case for a recommended decision and order to be issued to complete the record.
